The billboard is for the friends of any person who can't read or write. They will read it, they will write for help.

It's part of an American Civil Liberties Union campaign against the state of Michigan, alleging abuse of kids' so called 'right to learn to read.'
Never mind the $94k per child already spent on education or the dumbarse parents who can't be bothered with their children when they get home from school..
