Fewer than what? Doesn't say, but the context suggests they mean fewer than last year. Well, yes - in any particular year, the figure is likely to be either lower or higher than the previous year. That's why we take an average.

Re the road stats - yes, fewer than last year, which was the worst toll over the previous 13 years. The year before was a toll of 3 lives.
It's not just writing tickets that is going to lower the road toll.
Yes they're kosher. If it swins its fine. Crustaceans are out.
