Why has ACC ended up like this.

Southern Cross Healthcare can function as a not-for-profit organisation and even set up it's own hospitals - why can't ACC?

In fact, setting up an ACC funded, privately run Super Surgery Clinic would have ensured people didn't linger on waiting lists for ever and a day.
